That ruling came from the Indiana Court of Appeals on Monday, upholding an earlier ruling from a trial court against the ACLU of Indiana. The ACLU contended the plates violated the constitution because motorists who request them don’t have to pay the administrative fee tacked on for other specialty plates.

The U.S. Geological Survey has released a 15 page study on how the flood happened. Scott Morlock, who headed the team that wrote the study, hopes the report will help local, state, and federal leaders put policies into place that will lessen the impact of the next big flood.
